UAE customers are heavy mobile users, so a well-built app can transform bookings, ordering, loyalty or field work. A badly planned one wastes months. This guide helps you decide what to build, how, and what to prepare before you speak to a developer.

Step 1: do you need an app at all?

  • Mobile website: fastest and cheapest. Good for information, lead forms and simple bookings.
  • Progressive web app (PWA): a website that can be installed on the home screen, work offline for key pages and send some notifications. Good value for many businesses.
  • Hybrid app (one codebase for iOS and Android): faster and cheaper to build and maintain, good for most business apps.
  • Native apps (separate iOS and Android): best performance and device access, higher cost. Worth it for demanding apps such as heavy graphics or advanced hardware use.

Step 2: define the first version

List the three things users must be able to do, for example: browse, book, pay. Everything else waits. A small first release gets real feedback faster and costs less.

Step 3: plan for the UAE

  • Arabic and English: design for right-to-left layout, test long Arabic strings and use proper fonts. See our bilingual software guide.
  • Payments: cards in AED and Apple Pay are expected. See our payments guide.
  • VAT: prices and receipts should show 5% VAT correctly.
  • Sign-in: email, phone one-time codes and, for some services, national digital identity options.
  • WhatsApp and calls: one-tap contact buttons suit local habits.

Step 4: do not forget the backend and admin

An app is the visible part. Behind it you need a server, a database, an admin panel to manage content, orders and users, notifications, analytics and a way to update safely. Often the backend is more work than the screens. Our mobile app service and web application service include both.

Step 5: privacy and security

Collect only the data you need, explain it in a privacy notice in English and Arabic, secure it in transit and at rest, and decide how users can delete their account. See our data protection checklist and security basics.

Step 6: store approval and launch

  1. Create developer accounts for Apple and Google under your company name.
  2. Prepare screenshots, descriptions, a privacy policy URL and support contact.
  3. Test on real devices, including older phones and slow networks.
  4. Submit early, since review can take days and may request changes.
  5. Plan a soft launch to a small group before a full campaign.

What drives the budget

  • Number of screens and features.
  • Platforms: one codebase or two.
  • Backend complexity and integrations such as payments, maps, ERP and WhatsApp.
  • Design depth and animations.
  • Languages, accessibility and testing.
  • Ongoing costs: hosting, store fees, updates and support.

Ask every developer for a staged plan with a fixed first phase, who owns the code, and how updates are handled.
