Selecting software for a clinic in the UAE is harder than choosing a generic business tool. Health services are regulated by emirate, insurers have their own submission rules, and patient data is among the most sensitive a company handles. This guide lists what to check. It is general information, not legal or regulatory advice; confirm requirements with your licensing authority.
Know your regulator
- Dubai: the Dubai Health Authority (DHA) licenses facilities and professionals.
- Abu Dhabi: the Department of Health (DoH) is the regulator.
- Northern emirates: the Ministry of Health and Prevention (MOHAP) and related bodies.
Each has its own licensing, coding and reporting rules, and may require connection to an electronic health information exchange, such as Malaffi in Abu Dhabi or NABIDH in Dubai. Ask any vendor what they have actually delivered for your emirate, and ask for references from clinics like yours.
Core functions to expect
- Appointment scheduling by doctor, room and branch, with reminders and waiting list.
- Patient registration with Emirates ID details, consent forms and document uploads.
- Clinical notes, diagnoses and prescriptions, with templates that save time.
- Billing with packages, deposits and VAT treatment that matches your services, and receipts in AED.
- Pharmacy and consumables stock with batch and expiry.
- Reports for doctors, services, payers and outstanding balances.
Insurance workflows
Insurance is where many clinics lose time and money. Check how the system records policy and approval details, submits or exports claims in the required format, tracks rejections and shows outstanding amounts by insurer. Ask how quickly coding or rule changes are updated.
Privacy and security
- Role-based access, so reception cannot see clinical notes unless allowed.
- Activity logs showing who viewed or changed a record.
- Encryption in transit, backups and tested restores.
- Clear answers about where data is stored. Health data may be subject to specific storage and transfer rules, so ask for the current position.

Patient experience
Online booking, WhatsApp reminders in Arabic and English, digital forms and a portal for reports reduce no-shows and front-desk load. See mobile app development if you want your own app.
Questions for the vendor
- Which regulators and exchanges have you integrated with, and when?
- Who owns the data, and can I export everything?
- What is the support response time, and in which languages?
- How do updates, backups and downtime work?
- Can I start with scheduling and billing, then add modules?
Implementation tips for a clinic
- Start with a data cleanup: patient lists, price lists and doctor schedules.
- Train reception first, then doctors, then billing, in short sessions.
- Run the old and new systems in parallel for a short, defined period.
- Review insurer rejections weekly for the first two months and fix the root causes.
- Back up daily and test a restore before going live.
